hi there,
ok,
my computer is still not working
it turnson, starts loading up, then resets itself and wil keep doing this until i turn it off at the wall
i have tried replacing the ram, that didn't work
i tried running the computer on a different harddrive and that didn't work eithter, i have checked the capacitors and they all seem ok. any ideas what else may be causing the problem?

How do you mean?
If you have replaced the harddrive, (with a fresh windows installation) and have replaced the ram, then this leaves PSU, RAM and Mobo.
Do you have a spare power supply unit to replace in? At this stage i'm leaning towards either a faulty motherboard or a faulty PSU. When the computer first starts up and it shows you the POST (the DOS-like text), does it give any error indications there?

How far is it loading up? Is it starting to load Windows when it resets? If so then it would probably require a fresh installation.

Have you tried reseting your board`s bios ?
If this fails have you tried reprogramming it ?
If this fails try pressing f8 during boot up & selct last knon good configaration
or try changing your boot options ?
Any thing is worth a try init !

Reinstall windows and check - Good: solved
bad:
Run Linux off a live cd and check - [Good: try installing it to disk - good: solved, bad: faulty harddisk or SATA/IDE bus or something similar]
bad: definitely faulty hardware, do what 2008react said and select last known good config in BIOS, also play around with the BIOS config - Good: solved
bad:
Suspect faulty PSU, replace with a PSU that's known to work, and that has a high enough rating for this computer - Good: solved
bad:
Could be faulty ram couldn't it - but I'd find it more likely that it'd be the motherboard.
