Is there any way to increase the size of a small picture without it going blocky or pixelated?
I have used Photoshop and Firefox, but they don't seem to do the job.

I'm afraid that is impossible.
When the picture size is increased, if the information isn't there then the program has to interpolate (or guess) what goes into the gaps. Some programmes do this better than others - PS is one of the best as it will try to smoothe out the picture as well. Whereas MSPaint will just fill in the gaps with copies of the pixel next door.

So then how come they can do it on tv and stuff?

They can't - its just a cheap way of solving a problem because writers are lazy!
