Talking How to make surfing "slow"? ...yes... "slow"

halo......
Its seems like a bit crazy...can anyone tell me how to make a computer run slow when surfing net?

I sharing computer with my collegue, the problem is he always do surfing and downloading whenever im not around. How to make surfing or downloading slow so he can give-up?
yes, my office do not have computer ethics, we can anything to our computer but he seems to download so many irritating things.

and he is and computer-idiot, he dun know anything abt computer setting...so i think i can fool him.

Presently i have set my virus scanning to 1hour per scan, it has slow it down when surfing but i think it is not enough, anybody can help?

If it is a work computer, then do you not have different login details and as such different desktops?

I think the best way to combat this is to mention the problem to him - that it is a shared computer and you both need to respect each other's usage.

Well its not something I have ever set up, just heard of, but if you have access to the router you could throttle their connection to the net. I'm unsure of the mechenics behind this however.
