Default Blurry Text on 19 inch Widescreen

This is a wierd one, updated my monitor to a Samsung SM 943nw, 19 inch widescreen, my built in graphics is ATI xpress 200, which has been set to 1440 by 900, which is the optimum setting for the screen,
The strange thing is that certain areas of the screen has out of focus text, blurred, I dropped the resolution to a lower setting and it seems ok, although the screen is not as sharp.
Is this a monitor fault or do I need to update to another graphics card?
I took monitor to work and it had same problem, but i upped the screen refresh rate to 75hz and it solved problem, took back home and it only allows 60hz refresh, but according to manufactorers specs, 60 Hz is the optimum setting.
The pc has a pentium 4 3.4Ghz processor with 2 meg ram.
    Please help!!!

This seems to be fault of monitor as when you lower down the resolution it is not visible. You better get it checked.

Out of focussed text and blurred images is a result of the monitor not being outputted at its proper resolution.

If you're 100% convinced that it is the correct resolution, then thats the best that your monitor can display. Are you sure that you're using the right drivers?

Personally I would contact the manufacturers with this information, you may find there is a driver update or similar that could fix it.
